Aside from the ICAO and CAAP emblems, the artwork of the stamp highlights the following features: the technological evolution of aviation in the Philippines and in the world; the readiness of the aviation industry in facing a fast-paced future; the involvement of the different nations in connecting the world through aviation; and the youth’s significance in aviation.

Background: The designs of the stamp and the souvenir sheet were officially provided by ICAO and the Civil Aviation Authority of the Philippines (CAAP) from a winning stamp designs contest which took place during the year 2019.

Through a partnership with the Philippine Postal Corporation (PPC), the Civil Aviation Authority of the Philippines (CAAP) wished to promote ICAO’s 75 years of service towards a united, safe, efficient, and secured global aviation sector. In line with ICAO’s 75th anniversary landmark celebrated on 7 December 2019 with the theme “ICAO 2019, 75 years of connecting the world”, the CAAP held a commemorative stamp design contest open to all CAAP employees nationwide extended to 15 August 2019; it was initially launched on 7 January 2019. All entries must incorporate the ICAO and CAAP logos. Aside from the ICAO theme, the artwork may depict the following: The technological evolution of aviation in the Philippines and in the world; The readiness of the aviation industry in facing a fast-paced future; Involvement of the different nations in connecting the world through aviation; The youth’s significance in aviation; How the aviation industry contributes to nation-building.

Thirty-eight designs were submitted; on 23 August 2019, these entries were rated by a distinguished set of judges. During the CAAP flag raising ceremony held on 2 September 2019, Deputy Director General for Administration MGen. Ricardo C. Banayat, AFP (Ret.) led the unveiling of the 12 winners of the CAAP-ICAO design contest, who were awarded with certificates. The grand prize winner was announced during the Authority’s International Civil Aviation Day celebration on 7 December 2019.

Featured in the stamps are winning designs done by Allan P. Punay (grand prize winner), Jimuel C. Brazon and Sulan Ray A. Ramos of the participating CAAP airports and offices. The layout Artist is Rodine C. Teodoro.

For information, CAAP, then as the Air Transportation Office (ATO), issued commemorative stamps earlier in line with the celebrations of the 50th (1994) and the 65th (2009) ICAO anniversaries (see hyperlinks).

 

Footnote 1: José Protasio Rizal Mercado y Alonso Realonda (1861-1896) was a Filipino nationalist and polymath during the tail end of the Spanish colonial period of the Philippines. An ophthalmologist by profession, Rizal became a writer and a key member of the Filipino Propaganda Movement which advocated political reforms for the colony under Spain. He is tagged as the national hero of the Filipino people. He is widely considered one of the greatest heroes of the Philippines and has been recommended to be so honored by an officially empaneled National Heroes Committee.

The Rizal Monument consists of a standing bronze sculpture of Rizal, with an obelisk, set on a stone base within which his remains are interred. A plaque on the pedestal's front reads: "To the memory of José Rizal, patriot and martyr, executed on Bagumbayan Field December Thirtieth 1896. This monument is dedicated by the people of the Philippine Islands."

An exact replica of the Rizal Monument can be found in Madrid, Spain at the junction of Avenida de Las Islas Filipinas and Calle Santander.

 

Footnote 2: It is intriguing to find the reproduction of the Colosseum of Rome on the miniature sheet.

Hereafter are a few facts highlighting the tight relations between the Philippines and Italy:

1.     Italy is the largest joint European migration destination for Filipinos. The Italian capital Rome is the home of the largest Filipino community.

2.    Diplomatic relations between the Philippines and Italy were established on 9 July 1947, starting with the signing, in Rome, of the Treaty of Friendship and General Relations.

3.    As a matter of fact, Philippine Airlines (PAL) had already started a DC-4 service to Rome and Madrid on 3 May 1947, thus earning the distinction of being the first airline in Southeast Asia to fly to Europe.

4.    Italy was the first country to recognize the Presidency of Corazon Aquino in the Philippines, after she took office on 25 February 1986.

5.    Italy and the Philippines have signed several agreements, including in scientific and technical cooperation, air services, taxation, investments, development cooperation, culture, social security, small and medium enterprises, transportation and communications, and defence.

6.    Constructed between 1957 and 1959, the Smart Araneta Coliseum (also known as Araneta Coliseum) or The Big Dome, is an indoor multi-purpose sports arena that is part of the Araneta City in the Cubao area of Quezon City, Philippines. It is one of the largest indoor arenas in Asia, and is also one of the largest clear span domes in the world. From 1975, the arena was renamed into the Philippine Coliseum, whose form somewhat recalls the Colosseum of Rome.

7.    Further to the strong diplomatic relations with Italy, the Philippine Postal Corporation (PHLPost) was proud to issue two special stamps (showing the two most popular tourist spots in the Philippines and Italy: the Banaue Rice Terraces in the Philippine Cordilleras and the Cinque Terre in the Italian Riviera) marking the Philippine-Italy 65th Anniversary of Diplomatic Relations on 3 April 2013.

 

  

 

Footnote 3: The Civil Aviation Authority of the Philippines (CAAP)

Emblem of the CAAP.

CAAP is the national aviation authority of the Philippines; it oversees the entire air transport sector of the country for the Department of Transport (DOT). CAAP operates to ensure a safe, efficient, secure, economically sustainable and environmentally responsible civil aviation sector. CAAP was created by virtue of Republic Act No. 9497 of 2008, otherwise known as the Act creating the Civil Aviation Authority of the Philippines. CAAP operates in compliance with ICAO. It has a long history, rooted in Legislative Act No. 3909 which in 1931 instituted an office to handle aviation rules and regulations imposed on commercial and private flights.
