Official philatelic document 6424, printed in 350 copies. With a special seal not visible here on the picture. The second sentence in Romanian reads as follows: Documentul reprezintă actual de naştere al OACI - Organizaţia Aviaţiei Civile Internaţionale, care în anul 1947 a devenit agenţie specializată a Naţiunilor Unite, which can be translated into: The document actually gave birth to ICAO - International Civil Aviation Organization, which became in 1947 a specialized agency of the United Nations. The English translation on the printed document reads as follows and is incorrect: … the Chicago Conference took place and ended in signing the International Civil Aviation Convention which became in 1947 a specialized agency of the United Nations. In fact, the Chicago Convention made provision in its Article 43 for the establishment of the International Civil Aviation Organization (Article 43 of the 1944 version of the Convention reads as follows: An organization to be named the International Civil Aviation Organization is formed by the Convention.). The Convention did NOT become the Organization!

Background: This issue also commemorated the International Civil Aviation Day, which was celebrated for the first time in 1994 on the occasion of ICAO’s 50th anniversary. The 2009 International Civil Aviation Day with its theme: “65 Years of empowering the global community through aviation” highlighted ICAO’s contribution to the global community. ICAO actually celebrated its 65th anniversary on 7 December 2009. The Vlaicu No. I (nicknamed La Folle Mouche or The Crazy Fly) was an aircraft built in 1909 by Aurel Vlaicu (1882-1913), a Romanian engineer, inventor, airplane constructor and early pilot. This Vlaicu I parasol-winged monoplane was the first Romanian aeroplane to fly and was test flown on 17 June 1910. The latter date was subsequently declared the National Aviation Day in Romania. |
