Peru: 70th Anniversary of the SAM Regional Office

Background: This stamp was issued as part of the activities celebrating the 70th anniversary of ICAO’s South American Regional Office (SAM) in Lima. The stamp was unveiled on 7 December 2018 at the ICAO SAM Office, marking the International Civil Aviation Day. However, the official date of issue, as indicated on the first day cover, was on 8 February 2019.
History of the establishment of the SAM Office. Upon an invitation from the Peruvian government to act as host country, the first Regional Air Navigation (RAN) Meeting for South America was held from 17 June to 7 July 1947 in Lima, Peru, at the facilities of the Collique airport. Following other regional meetings precedents, this RAN Meeting requested the creation of an ICAO Regional Office for South America. The ICAO Council, after having analyzed the various offers received from States in the SAM Region, decided to establish the headquarters of the Regional Office in Lima, Peru, due to its geographical location and to the terms offered by the Peruvian government for the establishment and operation of the Office. Further to the signing of the agreement between Peru and ICAO on 22 October 1948, the SAM Regional Office was established in the terminal building of Limatambo Airport in November 1948 (operated by the recently established Peruvian Corporation of Airports and Commercial Aviation, CORPAC), with the mission to provide assistance to all South American States. In 1969, the Regional Office moved to the Jorge Chavez International Airport. In 2006, the Government of Peru offered ICAO a more strategic location in San Isidro providing better access to the city. The SAM Office is accredited to all South American States and encompasses the entire geographic area between Panama and Antarctica, including major portions of both the Atlantic and Pacific Oceans.

To celebrate the Office’s seven decades of work in forging consensus on ICAO’s global harmonization priorities among SAM Region States, and to thank Peru for its generosity in hosting the Office, ICAO Secretary General, Dr. Fang Liu led a number of activities that coincided with an Extraordinary Meeting of Directors General of Civil Aviation of South America (RAAC/16, 6-7 December 2018) and the International Civil Aviation Day (7 December 2018). Among those were the inauguration of a Hall of Tribute to South American Aviation Pioneers, located within the SAM Regional Office (see hereafter Sala de los Pioneros de la Aviación Civil de Sudamérica); the unveiling of a commemorative stamp by Peru (see picture here-below, with the ICAO Secretary General at the left side and Ambassador Roberto Seminario at the right side); the opening of a photographic exhibition at Peru’s Ministry of Foreign Affairs illustrating ICAO’s history and Peru’s contributions; and the unveiling of a monument celebrating this history and these contributions that has been installed at Jorge Chavez International Airport.
A commemorative medal (1948-2018) was presented to the ICAO Secretary General and the Delegates attending the RAAC/16 Meeting. See recto-verso sample here-below.
Sala de los Pioneros de la Aviación Civil de Sudamérica As part of ICAO’s South American (SAM) Office, a room (or museum) is dedicated to the main aviation pioneers in South America; it is named “Sala de los Pioneros de la Aviación Civil de Sudamérica”. This museum was inaugurated on 6 December 2018; a few pictures are exhibited hereafter. The medal seen hereabove is part of this exhibition.
