STAMP ISSUES RELATED TO ICAO (1945-1977)

Lists the United Nations Agencies co-operating in technical assistance with nations throughout the world, and in particular in Liberia (from top to bottom): World Heath Organization, International Labour Organization, Technical Assistance Administration, International Civil Aviation Organization, Educational Scientific and Cultural Organization, International Telecommunication Union, Food and Agriculture Organization, World Monetary Organization.

The term World Monetary Organization is inaccurate and does not correspond to any organization. However, the designers of the stamp should have more properly used the term of International Monetary System.

The well-established International Monetary System (IMS) is a governed system looking after the cross-border payments, exchange rates, and mobility of capital, based on a set of institutions, regulations and conventions that govern its operation.

The scope of the International Monetary System has evolved over the years according to the prevailing conditions, but the purpose of the system has remained constant.

Representatives from 44 countries met at Bretton Woods, United States in July 1944 and came up with a new International Monetary System, which established the International Monetary Fund (IMF), and the International Bank for Reconstruction and Development (IBRD or World Bank) to help Europe recover from the devastation of World War II.

Today, the term World Bank generally refers to two of its institutions: The International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA, established on 24 September 1960 to offer concessional loans and grants to the world's poorest developing countries).

The World Bank Group (WBG) is used to refer to the family of five international organizations that make leveraged loans to developing countries:

1.     the International Bank for Reconstruction and Development (IBRD);

2.    the International Development Association (IDA);

3.    the International Finance Corporation (IFC);

4.    the Multilateral Investment Guarantee Agency (MIGA); and

5.    the International Centre for Settlement of Investment Disputes (ICSID).

 

The following first day cover was issued by the United Nations to commemorate the establishment of the Work Bank or International Bank for Reconstruction and Development (as shown by the two stamps) to assist the economic growth of less developed countries.

Background: This stamp is part of a set of 4 air mail stamps, paying tribute to the United Nations Technical Assistance (see here-below). The first stamp of this set lists the name of the International Civil Aviation Organization (ICAO). The designs of the other three stamps show: Printing instruction, Sawmill maintenance, Teacher and students in a class of geography.

A Basic Agreement concerning Technical Assistance for Liberia was signed at New York on 9 March 1954. Liberia became a Member of ICAO on 11 February 1947.
