The 35th anniversary

 

The International Civil Aviation Organization (ICAO) celebrated its 35th anniversary on 4 April 1982, as the Organization officially came into being on 4 April 1947 following ratification by 26 States of the Convention on International Civil Aviation, known as the Chicago Convention, which is the Charter of the Organization. ICAO’s Public Information Office (PIO) issued a News Release as shown hereafter.

Although ICAO celebrated its 35th anniversary in 1982, it is interesting to note that several countries issued stamps in 1979 to commemorate this 35th anniversary; the latter year corresponds to the 35th anniversary of the signing of the Chicago Convention. This had resulted from the confusion created by ICAO in marking its anniversaries since its inception. However, no inscriptions related to the 35th anniversary can be found on the stamps; stamp catalogues note ICAO’s anniversary dates related to the issues.

 

 

On 24 April 1979, Paraguay issued a set of 9 stamps and one souvenir sheet related to 75th anniversary of civil aviation and the 35th anniversary of ICAO.

The designer of those stamps included the ICAO emblem, surrounded by 75o Aniversario de OACI. Paraguay inadvertently confused the 75th anniversary of the Wright brothers’ triumph, who made the first successful flight of a manned heavier-than-air vehicle on 17 December 1903, with ICAO which, even today, has not yet reached such a milestone.

This cover seems to commemorate the 30th anniversary of ICAO; the year 1949 does not correspond to any major reference date (such as 1944, 1945 or 1947) from which ICAO anniversaries could be (and were sometimes) counted. It should have more rightly commemorated the 35th anniversary (1944-1979).

 

On 11 June 1979, Paraguay issued a set of 9 stamps and one souvenir sheet related to the 100th anniversary of Sir Rowland Hill’s  death, the 75th anniversary of civil aviation and the 35th anniversary of ICAO. This stamps-on-stamps issue depicts early-flights rare stamps from around the world.

The designer of those stamps included the ICAO emblem, surrounded by 75o Aniversario de OACI. the 100th anniversary of Sir Rowland Hill’s death (1795‑1879),

the 35th anniversary of ICAO, and the 30th anniversary of first airmail flight St. Thomas-Lisbon (21 August 1949)
