The 15th anniversary
The following correspondence sent by ICAO to the United Nations Postal Administration (UNPA) denotes the confusion that existed in 1961 about the exact date of the 15th anniversary of ICAO. The first memorandum mentions 4 May 1962 and the second 4 April 1962, as the dates for the 15th anniversary.
In fact, no stamps were issued to commemorate the 15th anniversary.
